MONITORING AND EVALUATION SYSTEMS
This course deals with the basics of setting up and using a monitoring and evaluation system for a project or an organisation. It will also demonstrate how the external environment, the levels of an organisation, the team and the components of an individual are interrelated in a dynamic and systemic way. The success of an individual depends on his/her awareness, knowledge and the ability to manage successfully these interdependent forces, stakeholders and processes.
CONCEPT OF COMMUNITY INVOLVEMENT AND DEVELOPMENT
Community development seeks to empower individuals and groups of people with the skills they need to effect change within their communities. These skills are often created through the formation of large social groups working for a common agenda like reducing the carnage on our roads. All project implementation should follow a community-driven approach, which embraces the idea that people can be empowered through enhancing their personal capacity and self-worth. This makes them aware of their potential to meet their needs, through participation and ownership of road safety issues in their community.
MATHEMATICS FOR CRASH INVESTIGATION
This course is designed to provide a background and understanding in the mathematical literacy requirements. Where the learner progresses with confidence through the levels, and grows in an insightful use of mathematics in the management environment and applications that provide insight into the more complex traffic crash investigation field.
GIVING EVIDENCE IN A COURT OF LAW
This course is designed to build capacity and confidence and to enable the officials to apply the principles in a criminal justice context. A lot of emphasis is placed on the practical training in a court room where cases are assimilated and discussed.
HAZARDOUS SUBSTANCE AND THE RISKS ON THE ROAD
This course will enable any official to identify hazardous substances, monitor situations and react accordingly. It takes the legislation and requirements into consideration, as well as driver and operator requirements with regards to the transportation of dangerous goods.
APPLICATION AND RESPONSIBILITY IN RESPECT OF OCCUPATIONAL HEALTH SAFETY IN THE WORK PLACE
In this course emphasis is placed on Occupational Health and Safety, the endorsement of an active approach to the elimination and mitigation of hazards and appropriate precautions and the maintenance of those precautions and procedures within the working environment.
OVERLOADING OF HEAVY GOODS AND PASSENGER VEHICLES
Overloading is currently seen as an extremely important aspect to ensure an acceptable level in road traffic, with the emphasis on road safety on the urban and rural road networks.Overloaded vehicles are a safety hazard and with the increasing competition more and more vehicles on our roads are travelling exceeding the permissible mass or which are un-roadworthy as seen in the latest high crashes that were aired over the news.
TRANSPORTING PASSENGERS AND GOODS LEGALLY
There is various legislation applicable to this category of operators which must not be read in isolation. This module is designed for any operator whether you are a heavy vehicle operator or driver or a minibus taxi operator or long distance operator crossing the borders of SA.It will inform you of requirements and legal obligations of operators and drivers in terms of the conveyance of passengers and goods in terms of the various legislation.
USE COMMUNICATION TECHNIQUES EFFECTIVELY
This course is a must in any organisation. It will build capacity and skills in the much needed area of communication and Officials will be able to demonstrate an understanding of a range of oral and written communication techniques.
ROAD SAFETY INFRASTRUCTURE AUDITS
A Road Safety Audit process focuses on the contribution of the road elements to accidents. By identifying the potential safety problems during the early stages of a project, the design can be modified or changed at low cost, thus eliminating potential accidents. As the management of accident risks is a long term strategy, it requires corporate support. The skills, values and knowledge reflected in this unit standard are required by people in the field of Road Traffic Safety Management and Engineering.
SAFETY EXAMINATION OF VEHICLE AT THE ROAD SIDE
In order to maintain a state of driver fitness and motor vehicle road worthiness on the roads in the Republic of South Africa, Traffic officials need to be trained to stop motor vehicles on a routine basis in order to examine driver information, documentation and to physically inspect motor vehicles, and when necessary issue notices of prosecution.
ROAD SAFETY INTERVENTIONS AND CAMPAIGNS TO REDUCE CRASHES
This will enable officials to identify and decide on the appropriate intervention and campaigns to prevent road crashes. Individuals are responsible for ensuring that the resources are used correctly and for maintaining records for the unit.
TRANSPORTATION AND COMPLIANCE OF ABNORMAL LOADS
The movement of abnormal loads is a specialized field and without the necessary knowledge and skills, traffic officers will not be able to effectively enforce the law. This could open the field for abuse by operators who will try to gain a competitive advantage by not conforming to permit conditions or by operating without permits. The training for traffic officers in the field of abnormal loads is therefore seen as a necessity.
STATEMENTS AND ACCIDENT REPORT FORMS
Two crucial areas in any incident or accident that are always incomplete and where many cases are lost and crucial information lost is the completion of the Accident Report form and making a statement. In terms of the National Road Traffic Act (Act No 93 of 1996) (NRTA), a driver must report his/her involvement in an accident within 24 hours of its occurrence to the nearest Municipal/Metro Police Traffic Department (MMT) office or South African Police Services (SAPS) station. In most cases, the details of the accident are recorded on the specially designed Accident Report (AR) form.
ROAD INCIDENT MANAGEMENT
Incidents are a major source of both highway congestion and safety problems. Incidents are estimated to cause approximately half of all traffic delay. For these reasons, the establishment and use of good Road Incident Management (RIM). Effective transportation system management and operations depends on the aggressive management of temporary disruptions (caused by traffic incidents, work zones, weather, special events, etc.) in order to reduce the consequences of these disruptions and return the system to “full capacity”.
